Associate Director
SUMMARY
The Associate Director of Finance is Chief Accounting Manager of the PHA primarily responsible for establishing, implementing, and coordinating all financial and accounting procedures to ensure proper controls in all areas of the PHA's operations concerning revenues, expenses, assets, and liabilities. Associate Director of Finance maintaining the internal accounting system which must accurately reflect the financial position of the organization, maintains and controls the financial reporting function, prepares budgets and financial analysis, trains and supervises assigned personnel, serves as a financial advisor to the personnel in other functions within the organization as well as senior management, monitors and reports on grant transactions from The Department of Housing and Urban Development (HUD) and other government and private donors, and provides support in ancillary activities such as insurance and risk management, purchasing, information technology, human resource database maintenance, capital budgeting, and treasury functions. Associate Director of Finance takes the lead in establishing and maintain a strong system of internal financial and operational controls. Associate Director of Finance serves as the PHA's manager of the annual external audit and other external audit engagements as required.

SUPERVISION
Associate Director of Finance reports directly to the Executive Director and Director of Finance At times works directly with the Executive Director on special projects. This individual must demonstrate the ability to advance to the next level in the organization of becoming the Director of Finance, a trusted and relied upon resource for senior management, the PHA's Board of Commissioners, and external regulators. Within the Finance Administrative Branch, Associate Director of Finance directly supervises the Disbursements Manager and the Purchasing Manager.

ESSENTIAL JOB DUTIES & RESPONSIBILITIES

  • Responsible for the design, implementation, and maintenance of an asset management project (AMP)-based accounting system within HUD.
  • Exercise control over the subsidiary ledgers within the accounting system.
  • Responsible for the preparation of all Operation Budget submissions to HUD.
  • Develops cost allocation systems for Authority programs.
  • Prepares and submits all HUD or other regulatory agency required financial reports.
  • Responsible for the financial management of all grant programs for which the Authority receives funds.
  • Develops internal audit protocols and performs periodic internal audits of various Authority functions and program administration.
  • Approves all Purchase Orders and capital program funding obligations in accordance with budget constraints.
  • Managing and monitoring the financial transactions within a 501c3 non-profit organization.
  • Research and overview of contracts for the full range of the Authority's insurance needs.
  • Oversees property and capital equipment disposition procedures.
  • Provides technical assistance to other Authority staff on the preparation of grant applications.
  • Provides training to staff on budget and accounting issues.
  • Manage the preparation of the weekly payroll and issuance of vendor and service provider disbursements.
  • Prepares financial reports on a monthly basis for distribution to senior management and the Board of Commissioners.
  • Prepares financial analysis reports on an as needed frequency covering all aspects of the business portion of the organization.
  • Directs the general ledger maintenance and approval of journal entries, monitors monthly bank statements and the reconciliation of all bank accounts.
  • Takes the lead in the annual strategic planning process, applies and performs standard bookkeeping and accounting procedures in recording, posting maintaining and reporting in all areas of Finance.

  • Manage the month-end and year-end financial statements process and prepares the operating financial statements.
  • Participates in obtaining current training and information relative to professional responsibilities.
  • Maintains a high degree of professionalism and confidentiality as mandated.
  • Works on, researches and completes special projects, assigned.
  • Manages the control of all PHA contracts with external service providers and product vendors.
    SECONDARY JOB DUTIES
    • Monitors Tenant Accounts Receivable and provides reports to the Director of Public Housing and the Property Managers.
    • Reviews Payroll data for accuracy, quantity of out-of-category, and overtime.
    • Monitors material usage, inventory levels at all developments and COCC and stock-outs.
      PERFORMANCE CRITERIA
      The position of Associate Director of Finance is evaluated:
    • On the timeliness and completeness of submissions to HUD and other regulatory federal and state agencies.
    • The lack of audit findings related to financial management; and
    • The success of cost containment strategies.
      KNOWLEDGE, SKILLS, ABILITIES, LICENSES AND CERTIFICATIONS
      • Knowledge of accounting theory and practice.
      • Knowledge of fund accounting and GAAP and GASB pronouncements.
      • Knowledge of auditing theory and practice.
      • Ability to develop and monitor program budgets.
      • Knowledge and ability to interpret the Performance Funding System (HUD Handbook 7475.13).
      • Knowledge and ability to interpret the Low-Rent Housing Accounting (HUD Handbook 7510.01 Rev).
      • Knowledge and ability to interpret the Federal and State grant management requirements (HUD Handbook 7490.01)
      • Knowledge of the general operation and procedures of a Public Housing Agency
      • Maintains expert knowledge of Conventional Public Housing, Housing Choice Voucher Program to include Project-Based Vouchers, Tax Credits, Bond Financing, Capital Fund and Mixed-Finance Development.
      • Knowledge of local, state and foundational grant management requirements
      • Strong communication and supervisory skills.
      • Strong analytical, organizational, management skills
      • Knowledge of financial and accounting software applications.
      • Ability to analyze financial data and prepare financial reports, statements and projections.
      • Demonstrated competency in word processing, spreadsheet, graphics and database programs.
      • Ability to establish and maintain effective working relationships with other personnel at all levels including department directors, managers and supervisors.
      • Ability to prioritize and organize accounting projects with minimum supervision.
      • Skill in analyzing fiscal data and ability to recommend problem-solving strategies.
      • Able to be flexible and perform work under time pressure.
      • Knowledge of MIS.
        EDUCATION/EXPERIENCE
        Master's Degree in Business Administration with 5 years of progressive accounting or finance experience in related field including, supervision at a department level position preferably in a housing organization.

        Bachelor's Degree in business or accounting with eight years' experience. The last 3 - 5 years of experience must demonstrate ability to work with government regulations and programs with multi-million-dollar volume. A combination of education and appropriate experience will be given consideration with preference to applicants holding CPA or MBA status.

        SALARY
        Salary to be determined accordingly as to education, experience and skill with a Public Housing environment.

        • Occasional standing, walking, sitting, using hands to finger, handle or feel objects, tools or controls; reaching with hands and arms, climbing stairs; balancing; stooping kneeling; talking or hearing, close vision, distance vision, peripheral vision, and depth perception.
