Business Operations Leader for Strategic Communications within
Resilient Connectivity Products. This position leads operations for
the Strategic Communications engineering directorate. Strategic
Communications includes multiple teams led by managers and/or
supervisors across engineering functions. Selected candidate will
need to have the ability to influence others to accept practices
and approaches, and the ability to communicate and influence
executive leadership. You will own the establishment and execution
of short- to medium-term operational plans (e.g., less than 1 year
to 1-2 years) for the organization. What You Will Do • Define the
establishment of tactical and operational plans across engineering
functions • Responsible for all levels of Strategic Communications
staffing including demand and supply forecasting and actual
tracking on a monthly basis • Coordinate with the business on a
monthly basis Element of Cost (EOC) vs demand/supply reconciliation
so data aligns by program • Partner with key stakeholders, process
owners, and subject matter experts to identify engineering
processes, systems, tools, and metrics which can be standardized •
Lead in the execution of engineering policies and procedures
focused on improving processes and systems • Implement robust
control and reporting systems to monitor progress of overhead,
capital, IRAD and engineering allocation budgets while coordinate
that budgeting and scheduling of those engineering directorate and
activities • Identify and structure improvement opportunities and
projects and advise on and drives the business operations agenda •
Lead indirect reporting cross discipline teams focusing on
strategic projects to bring value and velocity to engineering •
Build and maintain relationships with key stakeholders across
departments and business units • Recommend, establish and execute
strategic projects, implement new processes, and systems in support
of engineering continuous improvement • Review and distributes
reports on performance and improvements for engineering • Ensure
operational compliance for engineering systems, programs, and
facilities • Highly collaborative team player with demonstrated
ability to be flexible, diplomatic, persistent, and energetic.
Comfortable with ambiguity, open to change and working in a fluid
environment Qualifications You Must Have • Experience with OurStaff
staffing tool and Staffing Center • Experience with establishing or
modifying business processes and processes to drive positive
results • Familiarity with Earned Value Management • Familiarity
with MS Project · Typically requires a University Degree and
minimum 8 years prior relevant experience or an Advanced Degree in
a related field and minimum 5 years of experience • Active and
transferable SECRET clearance is required prior to start date •
U.S. citizenship is required, as only U.S. citizens are eligible

hybrid or remote. The salary range for this role is 107,500 USD -
204,500 USD. The salary range provided is a good faith estimate
representative of all experience levels. RTX considers several
factors when extending an offer, including but not limited to, the
role, function and associated responsibilities, a candidate’s work
experience, location, education/training, and key skills. Hired
applicants may be eligible for benefits, including but not limited

Specific benefits are dependent upon the specific business unit as
